The Assembly is being held as part of the International Youth Festival 2026 and is dedicated to the International Year of Volunteers, proclaimed by the United Nations General Assembly (Resolution A/RES/78/127). Russia is one of 54 countries that supported this initiative.

In 2001, the Universal Declaration on Volunteering was adopted, establishing its fundamental principles. Over the past 25 years, the world has faced new challenges, including digital transformation, climate change, pandemics, growing social inequality, migration, and a crisis of traditional mechanisms of solidarity.

Our Assembly is a platform for updating the Declaration to reflect today's realities and the voice of young people. We are not rewriting the document from scratch. Instead, we are putting specific proposed additions forward for public voting and will then consolidate them through a live dialogue among leaders of the volunteering movement.
